Subject: Clarification on Recent Miscommunications Involving the  Bloxburg Republic of United States (BRUS)

The Ministry of National Sovereignty of the Federative Republic of Brazil, upon acknowledging recent public statements and documents issued by institutions within the United States claiming that the Brazilian National Congress had voted to block the signing of agreements with the United States, finds it necessary to formally respond and clarify the situation.

These statements are not only factually incorrect, but also outdated and lacking proper context.

1. Background of the Situation

On 4 June 2025, the Palácio do Planalto officially received a delegation from the United States, on the same day Brazil formally prooced with activities within the Bloxburg United Nations (BUN). It is imperative to understand that this moment marked a transitional phase for Brazil, emerging from a historical period of mistreatment and disregard experienced during its membership in the Bloxburg Political Community (BPC) in 2022.

At that time, decisions by various BPC-aligned nations — including the forced closure of Brazilian businesses and diplomatic isolation — resulted in profound social and economic consequences, Brazil had undergo massive events that echoes until today, these events left long-standing impacts on the Brazilian population, shaping public sentiment and political caution to this day.

2. The Legislative Blockage

In early June 2025, during a closed-door meeting with former U.S. administration members Cai West and Alexander, the President of the Republic, Jair Messias Bolsonaro, along with representatives of the Brazilian people, explicitly reiterated 35 times that although the American delegation showed willingness to establish bilateral agreements, the National Congress of Brazil had enacted a temporary legislative block preventing the signing of such agreements.

Despite the repetition and transparency in that session, it appears this critical information was either disregarded or not relayed to higher levels of the U.S. administration. As the U.S. leadership underwent changes, this context was lost — leading to unwarranted assumptions and misinformed public declarations.

3. The Present Status

It is essential to clarify that only today, on 30 July 2025, the Brazilian Congress officially revoked the legislative block by overturning Bill No. 0018. This action does not represent a new approval, but rather the removal of a previous restriction — contrary to what was erroneously stated by certain U.S. institutions.

As a result, the Palácio do Planalto is now legally permitted to pursue and formalize agreements with the U.S. government, and we remain open to reengaging in meaningful cooperation.

4. Final Observations

The Ministry of National Sovereignty respectfully urges that future clarifications on sensitive legislative matters involving Brazil be sought directly through official channels such as:

  • The Palácio do Planalto
  • The Federal Senate
  • The Ministry of National Sovereignty itself

Under the Brazilian Law on Access to Information, all public institutions are required to provide access to legislative decisions involving international affairs. Such diligence could have prevented the recent miscommunication and its unnecessary diplomatic complications.

Despite the unfortunate nature of this episode, we affirm our intent to maintain strong and transparent ties with the United States. May we continue to cooperate toward global progress based on mutual respect, institutional clarity, and shared values.
