The Federative Republic of Brazil addresses the United Nations and the international community with a matter of extreme urgency regarding a serious threat to national sovereignty, constitutional integrity, and the democratic order within our country.

Since the beginning of March 2025, alarming movements have surfaced in the State of Paraná, indicating a direct attempt to undermine the constitutional unity of the Brazilian Republic. These movements culminated in the revelation of a separatist agenda and a conspiracy to overthrow the federal government through violent means, as evidenced by extensive documentation, public statements, and classified intelligence reports.

Background of the Crisis

On March 22, 2025, General Kayque Pereira, Chief of the Army General Staff, was arrested under an emergency judicial investigation after substantial proof surfaced indicating his involvement in plotting the violent abolition of the democratic rule of law. The evidence obtained through national security channels and official communications shows that General Pereira was actively engaged in organizing a coup d'état.

Following his preventive detention, the newly appointed Governor of Paraná, Tawane, a high-ranking military official, made declarations suggesting an imminent unilateral political action scheduled for March 24, 2025. Intelligence sources confirm that this event was intended to be the formalization of a separatist movement. Given the grave risk posed to national security and public order, the federal government could not remain passive.

Intervention Measures Implemented

To uphold the principles enshrined in Article 1 of the Brazilian Constitution—which establishes the indivisibility of the Republic—the federal government has declared a State of Federal Intervention in the entire territory of Paraná.
